In order to be able to intercept some vehicles outside the congestion area, the traffic flow in the central area of the city has been reduced. When the potential transfer site is screened, when using the DEA model to evaluate the relative effectiveness of the decision-making units, there may be more effective DEA effective decision-making units and incomplete sorting problems. The article constructs an ideal decision-making unit and the effective decision-making unit of DEA, and continues to make evaluations together to solve the problem of choice of potential hub sites.
