Abstract

Luoyang city is located in the west of Henan Province. The climate of Luoyang city is windy and arid in spring, hot and rainy in summer, sunny and sunny in autumn, and dry and cold in winter with little rain and snow. There are four distinct seasons throughout the year, and the distribution of heat and precipitation has significant seasonal characteristics over time. In order to respond to the national sponge city construction call, ensure urban ecological security, relieve the pressure of urban waterlogging, highlight the regional cultural characteristics, it is proposed to build a cultural sponge city with "four rivers running through the capital and city water merging". By comprehensively analyzing water ecology, biological habitat, food production, cultural recreation and other factors, the multi-level ecological security pattern of the city, urban planning area and urban center should be established, and the sponge system of mountains, rivers, forests, fields and lakes should be constructed and improved to ensure system security.
