Abstract

Under a well-established tiered healthcare system, the professional competence of nursing staff manifests in how multidimensional professional training and education are conducted, encompassing education, teaching, and clinical practice. Assessments of clinical operational skills should integrate theory with practice, ensuring training exercises maintain continuity while also incorporating divergent thinking. When evaluating theoretical knowledge, multidisciplinary and diversified assessments should be implemented to enhance healthcare professionals’ cognitive abilities and adaptability. Assessment and tiered diagnosis and treatment require comprehensive implementation across multiple dimensions and multidimensional analysis. The primary challenge that must be urgently addressed is how to cultivate nursing personnel within the existing training system to further refine their technical skills, transform their logical frameworks, and become more suitable and adaptable to the ongoing reforms and advancements in the current healthcare system. With the advancement of tiered diagnosis and treatment, tertiary hospitals are shifting their patient intake toward critical and complex cases, placing higher demands on nursing staff. Currently, frontline nurses generally possess solid foundational skills and strong emergency response capabilities, enabling them to handle routine intensive care and specialized nursing tasks. Meanwhile, some senior nurses have begun providing guidance and training to lower-tier hospitals, thereby comprehensively enhancing overall nursing quality.
